HHWP CAC Programs and Services

Case Management: Caseworkers work with individuals and families facing barriers to services or resources and try to remove those barriers. We provide home budgeting, credit repair, and financial literacy services.
Emergency and HEAP Services: Provides financial assistance in emergency situations for such things as rent, utilities, prescriptions, homeless assistance, etc.
Hancock Area Transportation Services: HATS provides daily transportation services to the general public of Hancock County, Monday through Saturday, for a small fare. Also contracts with other agencies to provide services at no cost to their participants.
Head Start - Child Development: Comprehensive developmental program for preschool children in a classroom setting as well as in the home, with participation by the parents as a vital part of the program. Also operates full-day child-care services in collaboration with local private day care centers in some areas.
Housing Development: Creation of affordable housing through a variety of methods, including housing rehabilitation services, new construction of single-family homes, and new construction of lower-rent apartments. Specific projects vary in each county each year.
Individual Development Accounts: IDA’s are participant savings accounts that are dedicated to purchasing a house, obtaining education or training, or starting a small business. Savings are matched by the CAC at a 4:1 rate. Participants receive general economic literacy and goal-specific training.
Microenterprise Development: Provides business training, financial assistance, and ongoing technical support for persons wishing to start or expand a small business.
Ohio Benefit Bank:: Provides access to a database that reviews eligibility for a variety of State and Federal benefit programs; also assists in completing income tax returns to qualify for the Earned Income Tax Credit (EITC).
Weatherization/Energy Conservation: Provides home weatherization services including insulation, window/door repair, heating system repair/replacement, and education on ways to reduce energy use. Also can replace older refrigerators and provide CFL light bulbs. (Also serves Allen County)
Women, Infants, and Children: Provides nutrition education and supplemental food coupons that can be redeemed at participating stores or pharmacies for milk, cheese, juices, eggs, and high protein cereals. Open to pregnant women, breastfeeding mothers, and children up to age five in Hancock, Hardin, and Putnam counties.
